Cleaning Service for Expats in Singapore: What Newcomers Should Know

7 October 20266 min read

New to home cleaning? Start with our complete guide to Home Cleaning Services in Singapore.

If you've just moved to Singapore, you have two realistic ways to get help at home: hire a live-in domestic helper, or book a part-time cleaner through a cleaning company for a few hours a week. For most expat singles, couples and small families in rental condos, a part-time cleaner is the simpler choice. There's no work permit to manage, no room to provide, and you can scale visits up or down as your needs change.

This guide walks through how home help works in Singapore, the rules newcomers often don't know about, and what your tenancy agreement may expect from you.

Your two main options

A live-in domestic helper

Many Singapore households employ a live-in migrant domestic worker. It's a real employment relationship, regulated by the Ministry of Manpower. In general terms, the employer applies for a work permit, pays a monthly levy, buys required insurance, provides suitable accommodation and meals, and follows rules on rest days and working conditions. A helper can be a huge support for families with young children or elderly relatives who need daily care.

But it's a significant commitment. You need a spare room or suitable space, you become responsible for someone's welfare, and the arrangement suits long, predictable stays better than a two-year posting that could change.

A part-time cleaner from a cleaning company

A part-time cleaner comes for a set number of hours, weekly, fortnightly or as a one-off, then leaves. You pay by the hour, with no employment paperwork on your side. This suits:

  • Singles and couples who mostly need cleaning, not childcare
  • Families with a helper who want a separate deep clean now and then
  • Tenants in condos without a helper's room
  • Anyone whose posting length is uncertain

A rule many newcomers don't know

It can be tempting to ask a neighbour's or friend's helper to clean your apartment on her day off. In Singapore this isn't allowed. A migrant domestic worker can only work for her own employer at the address registered with MOM, and part-time work for another household is an offence, even with her employer's consent. The Ministry of Manpower's FAQ states this clearly.

If you want a few hours of help each week, the legal route is a registered cleaning company that employs its cleaners directly.

Setting expectations with a part-time cleaner

Cleaning services work a little differently from country to country. A few things that are typical in Singapore:

  • You usually provide the supplies. Many services, including ours, ask customers to supply cleaning products and equipment. It sounds unusual at first, but it means no mark-ups and full control over what's used, which matters if you have children, pets or allergies. Our cleaning supplies checklist tells you what to buy.
  • There's a defined scope. A standard clean covers floors, dusting, bathrooms, kitchen surfaces and appliance exteriors, beds and tidying. Extras like ironing or balcony cleaning are usually by request.
  • Pricing is hourly. Book enough hours for the size of your home; underbooking is the most common reason a first visit feels rushed.
  • Exterior windows on high floors are off-limits. Cleaners clean what's safely reachable from inside or from a balcony, nothing that involves leaning out of a high-rise window.
  • Specialist jobs are separate. Internal aircon servicing and pest control are done by licensed specialists, not general cleaners.

Tenancy obligations to be aware of

If you're renting, your tenancy agreement probably says something about cleaning and maintenance. Clauses vary, so read yours carefully, but common ones include:

Typical clauseWhat it means for cleaning
Regular aircon servicingMany agreements require tenants to have aircon units serviced by a contractor at set intervals and keep the receipts
Return in original condition, fair wear and tear exceptedYou may need a professional clean before handing back the keys
Minor repairsTenants often cover small repairs up to an agreed amount
Care of fixtures and furnishingsMould on curtains, sofas or mattresses from neglect can be deducted from the deposit

Singapore's humidity makes that last point important. Furniture and wardrobes in a closed-up apartment can grow mould surprisingly quickly, especially if you travel often. Regular cleaning and ventilation are the best defence; our guide to wardrobe mould in Singapore explains how to prevent it.

When your lease ends, read our end-of-tenancy cleaning guide to protect your deposit.

Climate habits that save cleaning time

Newcomers are often surprised by how fast things get dusty, musty or mouldy here. A few habits help:

  • Run the aircon or a dehumidifier when you're away for long periods
  • Leave wardrobe doors open occasionally so air circulates
  • Don't leave wet towels or laundry bundled up
  • Squeegee shower glass and keep bathrooms ventilated
  • Check for standing water on balconies and in plant saucers; NEA's dengue guidance asks every household to do this

How Cleaning Assistant works for expats

Cleaning Assistant is a Singapore-registered cleaning company serving condos, HDB flats and landed homes across the island. Our cleaners are trained, background-checked and insured, and we have no agency fees or contracts. Book weekly, fortnightly or one-off sessions online or by WhatsApp. On recurring plans we do our best to send the same cleaner each time, which helps when you'd rather not explain your apartment to someone new every week. Frequently asked questions

Can I hire someone else's domestic helper to clean on her day off?

No. Under MOM rules, a migrant domestic worker may only work for her own employer at the registered address, and part-time work for others is an offence even with her employer's consent. Use a registered cleaning company instead.

Do I need a work permit to hire a part-time cleaner?

Not when you book through a cleaning company. The company employs the cleaner, so you simply book and pay for the hours you need.

Is a part-time cleaner enough for a family with young children?

For cleaning, often yes; many families book weekly visits. If you need daily childcare or someone at home full time, a live-in helper or other childcare arrangement is a different kind of support.

What cleaning does my landlord expect when I move out?

It depends on your tenancy agreement, but most expect the home to be returned clean and in its original condition apart from fair wear and tear. Many tenants book a professional move-out clean and keep aircon servicing receipts to show the landlord.
