HDB Handover Cleaning: How to Clean a Resale Flat Before You Hand Over

If you're selling your HDB resale flat, plan to clean it once it's empty and before the buyer's final walk-through. Most resale deals hand over the flat with vacant possession, so the buyer gets an empty unit and will see every mark your furniture used to hide. A clean, odour-free flat makes the handover go smoothly and leaves the buyer nothing to argue about at the last minute.
Your option to purchase and sale agreement set out what you've actually agreed to, so read them first. Anything they say about fixtures, fittings or the condition of the flat comes before any general advice. What follows is good practice, not an HDB rule.
Why the handover clean matters
On paper, a buyer is paying for the flat, not for how clean it is. In practice, most buyers do a final inspection shortly before completion. If the kitchen is greasy, the toilets are stained or there is rubbish in the service yard, you can end up with a tense phone call between agents, a rushed clean on the last day, or a buyer who feels short-changed after a large purchase.
A properly cleaned flat also makes it obvious that fixtures you agreed to leave behind, such as built-in wardrobes, lights or kitchen cabinets, are intact and working.
The handover timeline that works
Two to three weeks before completion
- Confirm with your agent when the final inspection is likely to happen.
- Arrange disposal of bulky items you aren't taking: old mattresses, broken furniture, the shoe rack that's falling apart. Your town council or a disposal service can help.
- Decide what's staying and what's going. Fittings promised to the buyer must stay. Everything else should leave.
Moving week
- Let the movers clear the flat completely.
- Do a quick sweep of every cabinet, drawer and the top of wardrobes for forgotten items.
- Book the clean for the day after the movers leave, so dust and debris from moving get cleaned up too.
One to two days before handover
- The flat is cleaned top to bottom.
- You do your own walk-through with the checklist below.
- Leave a little time to fix anything you missed before the buyer arrives.
The handover cleaning checklist
Work room by room, top to bottom, so dust falls onto floors you haven't mopped yet.
Kitchen. This is where buyers look hardest.
- Inside and outside every cabinet and drawer, including hinges and handles
- Top of the wall cabinets, which usually has a layer of greasy dust
- Splashback tiles and grout behind the hob
- Exterior of the cooker hood, plus the filters if they come out easily
- The sink, tap base and draining area
- The floor strip where the fridge stood, which is often surprisingly dirty
Bathrooms
- Toilet bowl, under the rim, the base and the seat hinges
- Tap and showerhead limescale
- Shower screen or curtain rail, floor traps and grout
- Mirror, vanity cabinet interior and the exhaust vent cover
Bedrooms and living room
- Built-in wardrobe interiors and sliding door tracks
- Window frames, tracks and sills, and the inside of the glass
- Light switches, power points and door handles
- Skirting boards, plus the dust lines left where furniture stood against walls
- Exterior of aircon units and ceiling fan blades
Service yard and household shelter
- Lint and detergent marks where the washing machine stood
- The floor trap and the area around it
- The household shelter, which tends to become a storeroom and often hides dust and cobwebs

Older flats: the tricky spots
Many resale flats are 20 to 40 years old, and older fittings need a gentler approach.
- Terrazzo and old ceramic tiles can hold years of grime in the grout. Scrubbing helps, but don't expect it to look new.
- Original window frames and grilles collect black dust. Wipe them from inside only; don't lean out to reach the outer side.
- Old toilet bowls sometimes have permanent mineral staining. A descaler will lighten it, but abrasive pads can scratch the glaze and make it worse.

How long does a handover clean take?
These are estimates for one cleaner working in an empty flat that has had normal family use.

What a cleaner won't do
A cleaning session covers surfaces, floors, fittings and cabinets. It doesn't include repainting, patching holes from wall-mounted TVs, fixing leaky taps, internal aircon servicing or pest control. If your agreement with the buyer includes repairs, arrange the right tradesperson before the clean, so the cleaner can deal with the dust they leave behind.

Should I remove the curtains and curtain rods?
It depends on what you agreed with the buyer. If curtains and rods are staying as part of the sale, leave them in place and dust them. If not, take them down before the clean so the window frames and walls behind them can be wiped.
Can stained toilet bowls in old flats be cleaned fully?
Fresh limescale and grime come off with a descaler and some patience. Deep mineral stains in very old bowls often only lighten, and scrubbing harder with abrasive pads damages the glaze.
