BTO Cleaning in Singapore: What to Clean From Key Collection to Move-In

A new BTO flat usually needs cleaning at two, sometimes three, points: a light clean right after key collection so you can see defects clearly, a heavy post-renovation clean once your contractor is done, and a final wipe-down just before your furniture arrives. New doesn't mean clean. Flats come with construction dust, cement splashes, paint specks and sticker residue, and renovation adds a lot more.

Here's what to clean at each stage, and what to leave alone.

Stage 1: Right after key collection

Why clean before renovation at all?

Mainly to help your defects check. HDB has a defects liability period that starts from key collection, and the general advice is to inspect thoroughly and report defects before renovation starts, because it's harder to show who caused a problem once your contractor has worked on the flat. Check the latest guidance from HDB for the details that apply to your flat.

A layer of construction dust hides hairline cracks in tiles, scratches on window glass, chipped edges on doors and uneven grout. A quick clean makes those easier to spot and photograph.

What to do at this stage

  • Sweep and vacuum the floors to remove loose grit. Mop lightly with plain water or a mild floor cleaner so you can see the tile surface.
  • Wipe the windows and frames from the inside so scratches and gaps in the sealant are visible.
  • Run every tap and flush every toilet. This flushes out debris and lets you check for leaks and slow drains.
  • Wipe the bathroom tiles and fittings to reveal chips or hollow-sounding tiles.
  • Open and close every door and window, wiping hinges and tracks as you go.

Don't deep-clean at this stage. Anything you scrub now will be covered in dust again within days of your contractor starting. Keep it to one or two hours of light work focused on visibility.

What not to do

  • Don't use acid-based cleaners to remove cement stains on new tiles before you've checked whether they're defects. Note them on your defects form first.
  • Don't scrape paint off glass with a blade if you're not confident. It's easy to scratch the glass and create a defect you can't report.

Stage 2: After renovation

This is the big one. Renovation dust is fine enough to settle inside cabinets, on top of door frames, inside light fittings and in window tracks. It keeps reappearing for weeks unless it's removed properly from top to bottom.

A proper post-renovation clean includes:

  • Vacuuming dust from ceilings, cornices, light fittings and the tops of doors and cabinets
  • Wiping inside every new cabinet, wardrobe and drawer, which are often full of sawdust
  • Removing paint specks, adhesive and protective film residue from windows, fittings and tiles
  • Cleaning window tracks, which collect fine dust and grit
  • Scrubbing grout haze off new tiles
  • Repeated vacuuming and mopping of floors, because the first pass rarely gets all the dust

Ask your contractor what's included

Some renovation packages include a basic clean at the end. Usually it means clearing debris and a quick sweep, not a detailed clean. Ask what's covered so you know how much is left to do.

Stage 3: Just before move-in

If there's a gap between the post-renovation clean and your move-in date, dust will settle again, especially if windows were open. A short final clean the day before your furniture arrives is worth it:

  • Wipe kitchen counters and the inside of cabinets where you'll store food and crockery
  • Clean and sanitise the bathrooms
  • Mop the floors one last time
  • Run the taps and flush the toilets if the flat has been empty for a while

Then let the movers in. After they leave, a quick vacuum and mop takes care of the grit they bring in.

How long each stage takes

Estimates for one cleaner:

  • Key collection clean: 1 to 3 hours for a 3-room to 5-room flat
  • Post-renovation clean: 6 to 10 hours for a 4-room flat, and often more with extensive carpentry. Two cleaners are common.

Frequently asked questions

Should I clean my BTO before or after renovation?

Both, but differently. Do a light clean at key collection to help with your defects check, then a thorough clean after renovation, when the dust is at its worst.

Can I skip the post-renovation clean if my contractor cleaned?

Usually not. Contractor cleans tend to cover debris removal and a basic sweep. Fine dust inside cabinets, on ledges and in window tracks normally needs a dedicated clean.

How do I remove cement stains from new tiles?

Note any stains on your defects form first, in case they should be fixed by HDB. For minor residue, try a plastic scraper and a cleaner made for grout haze, tested in a corner first. Avoid strong acids on fresh grout.

Why does dust keep coming back after the renovation clean?

Fine dust settles in stages, and some is stirred up from hidden spots like the tops of cabinets and aircon units. A second, lighter clean a week or two later usually solves it.
